TISHOMINGO COUNTY BOARD OF SUPERVISORS requests proposals from qualified firms or individuals to provide professional services for an aeronautical obstruction survey at the Tishomingo County Airport (01M) located in Belmont, MS. Interested parties are invited to submit a proposal, in accordance with this request, to Michael Busby, President, 1008 Battleground Drive, Iuka, MS 38852, not later than 10:00 p.m. on June 20, 2023. Proposals must either be submitted in a sealed envelope and marked on the outside as “Proposal for Aeronautical Obstruction Survey Tishomingo County Airport” or via email to pcook@co.tishomingo.ms.us. Professionals shall ensure delivery/receipt confirmation for email submissions. The Professional will be responsible for completing the project in compliance with Airports GIS Program policies and will include an airport airspace analysis for vertically guided operations for existing Runway 17/35. A detailed Scope of Work is available from Dean McRae Engineering at 308 Grisham Street in Iuka, Mississippi by calling 662-423-9104. Experience (40 points) - Information regarding the firm’s experience and the projects previously undertaken, including the type and amount of awarded, the project’s activities, and the status of the projects;
Capacity for Performance (20 points) - Identify the number and title of staff assigned to provide services. Proposals will be reviewed by the Tishomingo County Board of Supervisors. Using the above selection criteria, the Board will assign points to each criteria based on the content of the proposal. The Board may hold proposals for a period not to exceed thirty (30) days for the purpose of reviewing the content of the proposals and investigating the qualifications of the firms and assigned individuals. The Board reserves the right to reject any or all proposals.
Subject to FAA grant award, the Board will award a contract with the qualified individual or firm whose proposal has the highest number of cumulative points issued by the Tishomingo County Board and determined to be the most advantageous to the Board, price and other factors considered. The contract shall include scope and extent of work and other essential requirements. An individual contract will be executed for each awarded project, and the contract will be on a fixed price basis. The Board has the authority to terminate the selection at any time.

On or after June 23, 2023, the above-named Yellow Creek State Inland Port Authority will submit a request to the Mississippi Development Authority for the release of funds under Title I of the Housing and Community Development Act of 1974, as amended, to undertake the following project:
Project Title:  Industrial Multi-Modal Barge, Rail and Material Handling ImprovementsPurpose:  Yellow Creek State Inland Port Authority will make improvements including an 80 linear foot extension of the existing 40 linear foot crane support platform, construction of a new rail trans-loading site at the termination of the Norfolk Southern rail spur to the Port, and the construction of a new metal building for dry storage.

The activities proposed comprise a project for which a Finding of No Significant Impact on the environment was published on June 8, 2023. An Environmental Review Record (ERR) that documents the environmental determinations for this project is on file at The Yellow Creek State Inland Port Authority at 43 CR 370, Iuka, MS 38852 and may be examined or copied weekdays 9 A.M. to 4:00 P.M.
FINDING OF NO SIGNIFICANT IMPACT
The Yellow Creek State Inland Port Authority has determined that the project will have no significant impact on the human environment.  Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required.  Additional project information is contained in the Environmental Review Record (ERR) on file at the Yellow Creek State Inland Port Authority at 43 CR 370, Iuka, MS 38852 and may be examined or copied weekdays 9 A.M. to 4 P.M.
PUBLIC COMMENTS OF FINDINGS
Any individual, group, or agency may submit written comments on the ERR to the Yellow Creek State Inland Port Authority, 43 CR 370, Iuka, MS 38852.  The Yellow Creek State Inland Port Authority will consider all comments received by June 23, 2023 prior to submission of a request for release of funds.
RELEASE OF FUNDS
The Yellow Creek State Inland Port Authority certifies to Mississippi Development Authority that Robert Dexter in his capacity as Yellow Creek State Inland Port Authority Executive Director consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied.  The Mississippi Development Authority’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows The Yellow Creek State Inland Port Authority to use HUD program funds.
OBJECTION TO STATE RELEASE OF FUNDS
The Mississippi Development Authority will accept objections to its release of fund and The Yellow Creek State Inland Port Authority’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases:  (a) the certification was not executed by the Certifying Officer of the  Yellow Creek State Inland Port Authority (b) Yellow Creek State Inland Port Authority has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CRF Part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activates not authorized by 24 CFR Part 58 before approval of a release of funds by Mississippi Development Authority; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures in 24 CRF Part 58, Sec. 58.76  and shall be addressed to  Attention: Erin Hovanec at Mississippi Development Authority, Post Office Box 849, Jackson, MS 39205-0849. Potential objectors should contact The Mississippi Development Authority to verify the actual last day of the objection period.
Objections to the release of funds on bases other than those referenced above will not be considered by the State.
