All projects funded under the Mississippi Water Pollution Control Revolving Loan Fund Program undergo a review to determine whether the proposed project will have a significant impact on the environment. In making this determination, the Department assumes that all of the facilities and actions recommended in the facilities plan will be implemented. The facilities plan for this project is entitled “WPCRLF Facilities Plan for Wastewater Treatment Facilities Improvements for the Town of Burnsville” dated August 2024 and prepared by Cook-Coggin Engineers, Inc.

The proposed project includes the construction of a moving bed biofilm reactor (MBBR) along with piping and a wastewater lift station to transport water to and from the MBBR reactor and all related appurtenances. The WWTF improvements will be constructed on-site at the existing Town of Burnsville POTW. The estimated project cost is $3,881,000, and the anticipated loan amount is $3,881,000 (with an anticipated subsidy amount of $3,104,800).

Construction will not be allowed to proceed until the permit/final clearance from the U.S. Army Corps of Engineers is obtained.

The Mississippi Office of Pollution Control has determined that the proposed project will not have a significant adverse impact on the environment and consequently is issuing this Finding of No Significant Impact. However, this determination can be revoked if significant adverse information becomes available.
